The National Climate Unit

The National Climate Unit supports climate work throughout Finland. Administratively, the unit is located within the ELY Centre for North Ostrobothnia and operates under the guidance of the Ministry of Agriculture and Forestry. The climate change specialists work in multiple locations in regional ELY Centers across Finland.

The work of the Climate Unit initiated in 2023. The activities of the Climate Unit are based on the Climate Act (423/2022). According to the Government Decree (474/2023), the Climate Unit's tasks comprise the implementation of the Climate Act, especially:

- tasks related to the implementation of the National Climate Change Adaptation Plan KISS2030 as specified in Section 10, and
- tasks related to the implementation of the Climate Plan for the Land Use Sector MISU as specified in Section 12.

The Climate Unit supports actors both nationally and regionally in the implementation of climate measures according to the Climate Act. Collaboration is carried out through various networks and directly with regional ELY Centers, regional councils, municipalities, companies, and other stakeholders. The regional ELY Centers carry out climate work related to their own tasks.

Central tasks of the Climate Unit

- Administration of the program Hiilestä kiinni (Catch the Carbon) that promotes climate actions in land use, and coordination of the activities for the Hiilestä kiinni community involving stakeholders in the land use sector.
- Coordination of the national network activities for the EU mission on Adaptation to Climate Change.
- Provision of expert services and development of education in climate change adaptation.
- Coordination of catchment-based water management and climate measures in the land use sector, as well as promotion of catchment-based planning.
- Follow-up on the effects and outcomes of climate measures in the land use sector in collaboration with the ministry and authorities.
- Coordination of the national network activities for the EU Soil Mission.
