Jalava-kehittämishanke (ESR+)​​​​​​​​​​

Tavoitteet:

• Tulos- ja vaikuttavuusperustaisten työllisyyspalveluiden ja -hankintojen kehittäminen
• Tiedolla johtaminen työllisyyspalveluiden vaikuttavuudessa
• Asiakasosallisuuden vahvistaminen työllisyyspalveluissa

 

Jalava-hanke tavoittelee vaikuttavampia palveluja erityisesti heikommassa työmarkkina-asemassa oleville työnhakija-asiakkaille. Palvelujen kehittämistä, johtamista ja hankintaa pyritään parantamaan lisäämällä palvelujen tulos- ja vaikuttavuustietoa. Painoarvoa annetaan erityisesti palvelujen laadullisille vaikutuksille, ja hankkeessa toteutetaan myös rekisteritutkimus palvelujen pidempiaikaisen vaikuttavuuden arvioimiseksi. Jalava-hankkeessa pyritään myös luomaan systemaattisempia vaikuttavuuden arvioinnin ja mittaamisen tapoja. Vaikuttavuuden parantamiseksi tavoitteena on osallistaa työnhakija-asiakkaita mm. palvelupilottien kautta sekä mittaamalla asiakaskokemusta. Tämän myötä tavoitteena on myös kehittää pysyvämpi asiakasosallistamisen malli työllisyyspalveluiden käyttöön.

Hanke on tukena Keski-Suomen alueen työllisyyspalveluiden muutoksessa varmistamassa vaikuttavat palvelut asiakkaille.

 

Konkreettiset toimenpiteet:

• Palvelupilotit ja palveluiden hankinta
  • laadullisten vaikutusten mittaaminen ja miten vaikuttavuus voitaisiin sitoa tulosperusteisiin hankintamalleihin
  • palvelun tavoitteiden mukaisista tuloksista maksaminen suoritteiden sijasta
• Tiedolla johtaminen
  • tulos- ja vaikuttavuustiedon tuottaminen Keski-Suomen alueen työllisyystoimijoille
  • palvelupilottien avulla testatut tiedonkeruu- ja raportointimallit
  • rekisteritutkimuksen avulla arvioidaan palvelujen vaikuttavuutta ja mittareiden ennakointikykyä  
• Asiakasosallisuus
  • asiakkaiden näkökulma vaikuttavien palvelujen hankinnassa
  • työllistymisedellytysten kehittymisen seuraaminen mittarien avulla

Objectives of the Jalava development project:

• Development of performance and effectiveness-based employment services and their procurement
• Knowledge based management for the effectiveness of employment services
• Strengthening customer engagement in employment services

 

The Jalava project aims at more effective services, especially for job-seekers in a weaker labour market situation. The development, management and procurement of services will be improved by increasing information on the performance and effectiveness of services. Emphasis will be placed in particular on qualitative effects of the services, and the project will also carry out a register study to assess the longer-term effectiveness of services. The Jalava project also aims to develop more systematic ways of evaluating and measuring effectiveness. To improve effectiveness, the aim is to engage job-seekers, e.g. through service pilots and by measuring customer experience. This will also aim to develop a more permanent model of customer engagement for the employment services.

The project will support the change in employment services in the Central Finland to ensure effective services for customers.
