  • Start-up grant: Support for start-up entrepreneurs

    The start-up grant is a personal subsidy paid to a new entrepreneur with the aim of promoting entrepreneurship and employment. The start-up grant is used to secure an entrepreneur's livelihood during the period during which the start-up and establishment of business activities is expected to take, but for a maximum of 12 months. The support is granted in periods of 6 months.

  • Rural enterprises

    For the Starting Entrepreneur If you are starting or planning a business in rural areas, you can receive start-up assistance:

    • for business operation trials
    • for part-time entrepreneurship
    • for full-time entrepreneurship
    • for starting a farm-related business
    • for ownership change planning in sparsely populated or core rural areas

    Rural business start-up assistance is granted in the Uusimaa region by the region's Leader groups.

  • Business development grant for investments

    Two different types of funding can be applied for as business development support:

    1. Business development grants are granted for SME development or investment projects related to growth, product development and the development, or internationalisation of services and processes. The amount of support is 10–20% in investments and 50–60% in other development measures.

    2. National RDI funding for SMEs

    The ELY Centre has opened a national funding call for development and investment projects related to research, development and innovation (RDI) of small companies in Southern and Western Finland.

    National RDI funding can be applied for by:

    A small company that has been or is involved in the research, development and innovation development projects of universities of applied sciences, universities and research institutes. In an exceptional case, the grant can also be granted to a medium-sized company that was or is involved in the development project mentioned above, when the company is still mainly operating in the domestic market.

    A start-up company less than five years old. A start-up company means a company that is less than five years old. The age of the company is calculated from the time of company registration. In addition, it is required that the company has not continued the operation of another company and the product has not been commercialized in another company before and the company has not been created through a merger. The exception is the situation where the merged companies are less than five years old. If the company is part of a group, all companies in the group must be less than five years old at the time of the financing decision.

    The funding guidelines and support levels of the ELY Centres are applied to the funding. National RDI funding is applied for in the regional administration e-services system.

    In the Uusimaa region, companies can be granted development aid. The support is granted by the Häme ELY Centre.

     Investments by rural enterprises

    Starting and expanding rural businesses can apply for support for acquiring or building production facilities, purchasing machinery and other capital equipment, intangible investments such as software, patents, and manufacturing rights acquisition. Support can also be obtained for studying the preconditions and implementation of the investment. The investment must be of significant importance for the establishment, growth, or development of the company.

    Investment support is granted in the Uusimaa region by the Uusimaa ELY Center and the region's Leader groups, which support small-scale investments.

    Finnvera participates in the financing of investments

    Finnvera strengthens the operating conditions and competitiveness of Finnish companies by offering loans, guarantees and export credit guarantees. The risks included in financing are shared between Finnvera and other providers of financing.

    Investment often requires capital. If your company lacks the collateral required by the bank, Finnvera's guarantee may be a solution to the arrangement of bank financing.

  • The ELY Centre for Uusimaa and Business Finland do not grant a working capital loan, but funding is granted by the ELY Centre for Uusimaa for development projects and investments. Please, check out the links below to learn more about working capital. For working capital, it is often most natural to apply for financing from one's own bank. If your company lacks the collateral required by the bank, Finnvera's guarantee may be a solution to the arrangement of bank financing.

    Business Finland offers funding for research, product development and a wide range of business development needs, especially for small and medium-sized enterprises. Large companies and research organisations can receive funding for joint projects with SMEs.

    Rural businesses can apply for support to develop their operations. Support can be granted for the following measures:
    • purchasing business development consulting and other expert assistance
    • product development projects
    • marketing development
    • internationalization studies
    • investment feasibility studies

    Business Group Development Project

    In a business group, 3-10 companies (small/medium-sized) can jointly develop their operations especially with joint development measures and, if necessary, company-specific development measures as well. The goal of the measures must be the development of production, marketing, and sales cooperation, product family planning, or similar development. The support recipient, acting as the project administrator, must be a development organization.

    Business group development support is granted in the Uusimaa region by the Uusimaa ELY Center and the region's Leader groups.

  • Pay subsidy for the employer: Would your company have the possibility of receiving pay subsidy?

    Under certain conditions, the Uusimaa TE Office grants an employer pay subsidy for hiring an unemployed employee. This means that the employer can receive financial support for the employee's salary. As a rule, the subsidy is 30, 40 or 50 per cent of the employee's salary costs depending on, for example, the duration of the employee's unemployment.

    Export trade financing

    Export financing expertise is a competitive advantage for companies. Finnvera's goal is to get SMEs to make extensive use of the financial markets from banking services and private credit insurers to Finnvera's services. This will give companies access to the most competitive export financing solutions, provide buyers with suitable solutions, and minimise business risks.

    In export trade, payment methods, hedging against risks and financing needs are linked to a single entity, which should be discussed well in advance of submitting a tender with both one's own bank and Finnvera. Make your offer competitive, but also prepare for risks.

  • Support for preparing for a change of ownership of a company

    Support for starting business operations through ownership changes is possible in sparsely populated rural areas and core rural areas. You can check the location of the company here: Rural Business Financing - ELY Center

    The support is granted to the buyer of the company. The applicant must be a natural person who does not have a Business ID or a micro-enterprise that has a Business ID at the time of application. Support can be granted for the acquisition of expert services related to the preparation for ownership change. The support is granted by the region's Leader groups.

    Finnvera's financing solutions for changes of ownership

    In corporate restructuring, financing is usually needed for payment of the purchase price, investments or working capital. The arrangement of financing may require securities, in which case Finnvera may be a solution to the arrangement of bank financing.
