Reform Project for Regional Administration
The Reform Project for Regional State Administration (ALKU in Finnish) was launched in the summer of 2007 to
streamline the role, duties, steering and regional division of all regional state administrative authorities. The
Reform enhances citizen and customer orientation of regional administration as well as increases efficiency and
productivity in its functions.
The role, duties, steering and regional division of all regional state administrative authorities are streamlined by
bringing together the functions of the existing six authorities into two new bodies: the Regional State Administrative
Agencies and the Centres for Economic Development, Transport and the Environment. The Reform enhances the
role of the Regional Councils in coordinating and harmonizing regional development activities.
